Trusts remain intact

18/07/2008 8:13:00 AM
Recent changes to cemetery trusts in regional Victoria will not impact on the Stawell Cemetery Trust and smaller trusts in the surrounding district.

Reforms in the cemetery sector will see some of Victoria's largest regional cemetery trusts gain a stronger governance framework and additional financial support.

These reforms will not affect the Stawell Cemetery Trust or outlying trusts in the region.

The changes will see the Ballarat, Bendigo, Geelong and Mildura cemetery trusts receive enhanced statutory responsibilities, which includes a formal leadership role to guide and assist the volunteer rural and regional trusts in their areas.

Jason Frenkel, spokesperson for Health Minister Daniel Andrews, said there will be no changes to cemetery trusts beyond the four major regional centres.

``The government can reassure all the smaller and medium sized cemetery trusts that there will be no change in their day to day operations and requirements,'' Mr Frenkel said.

The reforms will give smaller cemetery trusts the option to approach the larger trusts for legal and financial advice, which Mr Frenkel said could benefit smaller trusts.

``In terms of strength and support from larger regional (cemetery trusts), if they choose to access those services they can,'' Mr Frenkel said.

``They are not controlled and not obligated.''

The changes follow reports into the sustainability of the cemetery trust sector by the Auditor-General and the State Services Authority.

Health minister Daniel Andrews said the SSA report proposed all 522 public cemetery trusts be merged into a single cemetery authority.

``I am firmly of the view that the small to medium trusts are well run entities which perform an important and necessary service for their local communities,'' Mr Andrews said.

The changes to larger regional trusts will see members paid and the chairpersons appointed by the government.

Councillor Robyn Smith, chairman of the Stawell Cemetery Trust, said she was pleased the changes would not affect local trusts.

``I am pleased that business will continue as usual and locals will have an input into the administration of their cemetery,'' Cr Smith said.

Cr Smith was also pleased smaller cemeteries within Northern Grampians Shire Council borders would not be affected.

These include areas such as Navarre, Landsborough, Glenorchy and Deep Lead.

``The people in small communities will be pleased that the cemeteries will still be looked after by their local trust,'' Cr Smith said.

Cr Smith believed cemeteries provided a sense of community, with people in the community often having a close connection with their local cemetery.

``It's where their families a lot of the time are buried, and therefore cemeteries attract a lot of respect from the community,'' Cr Smith said.
